Interesting theory.

I assume the problem with arresting Hillary is that Obama had issued secret pardons for everybody. There is no requirement that Presidential Pardons be public, and nothing stops the President from making them classified.

So you arrest Hillary. A lawyer shows up and says he has a Pardon, but it is a classified document and if anybody reveals that information to the public, they are going to prison.
