Why such a big difference between states? New york is only 12k and nebraska is 379k. Is there a monthly payment equal for all states and based on population differences you get these wildly different numbers per patient?

I'm in nj and I can say while it looked like our cases were high, it didn't feel like we were hit all that hard with Coronavirus, deaths from hospitals, mainly Murphy killing the seniors in senior homes so they could spike the death counts since I don't think any of us went to the hospitals for coronavirus.
Came in here to say this as well. Crazy how the 2 of the most corrupt States in the Union, New Jersey & New York, are rewarding the least amount to do evil's bidding.
Almost seems like they were afraid they would wake the sleeping giant in these 2 states maybe... idk.
I'm surprised Pennsylvania is not more than that.
