Why in the world would Trump be completely out of the way without any decision making if devolution were in fact happening?

Just because some plans were already set in place does not mean that is the end of all decision making. It just sets the stage for how decisions are made going forward.

Devolution does not have to be only and American thing. The militaries of different countries are working together to fight a common enemy. Each country would have it's own form of devolution depending upon what each country would need to fulfill the mission
