If the goal is to get this to SCOTUS, this back and forth is expected.
One judge rules one way, then an appellate court rules the other. The plaintiff files for a higher court to appeal the appellate decision, and it goes to the higher court.
It ping pongs until a SCOTUS judge signs off on it being on the docket.
If it doesn't then it'll go into limbo.
Injunctions often go for the plaintiff at the final stage, so the Court itself can avoid bearing responsibility for potential damages, but there's no guarantee on the order of law and procedure being upheld these days...
This is just another kick of the can down the road. Until SCOTUS refuses to enter it into the docket or a SCOTUS judge puts it on the docket, it isn't over.
My worry is they are going to start trying to for e this shit down our throats again.
