I've thought for a long time now - at least a few years - that our entire nation, and probably others, are being held hostage by the threat of small nukes, deadly gas, actual plagues, or other WMDs released into random cities.

Leaders like Trump and Rudy G. are not cowards.

Neither is the (real) U.S. military.

Something prevents them from taking action.

Threats like those would explain a lot.
