Causing effects via broadcast EM (as opposed to directed EM) is very hard because of the inverse square law. If you are within about a meter of the transmitter, you could receive enough energy to cause DNA changes. If specifically directed and attuned, you could probably do it to alter specific genes. I haven't seen this level ofanipulation, though, and it would have to be directed EM.
If you think about nano particles or nanomachines, an antenna for 3/4/5g couldn't generate enough energy to supply those particles or machines what they need to do any dirty work, either. They would first have to overcome the thermal inertia in the saline brine solution that is our biology.
