What do you think would happen to the authorities that approached one of those apartment buildings, or even tried to walk down the street surrounded by them, if dozens of people inside started chucking things off the 20th story at them? You get hit in the head with a 16 ounce can of peas tossed from that height and I'll bet you're in a word of hurt. Even if it's just the kinetic energy from the fall, that's 200 foot pounds of energy. And what are they going to do in response? Haul everyone in every building nearby off to a camp?
