I honestly don't see this even really going anywhere. I'm actually fairly certain they can't do this given previous precedents set by the supreme court, but even if they ignore that and try to anyway, I'm almost positive most red states will just enact laws allowing people to ignore them in their borders.
I mean, look at Texas and Missouri. They ALREADY are with Texas legalizing suppressors and giving the middle finger to the ATF be threatening to arrest any federal agents who try to subvert their suppressor legalization. Likewise, Missouri has that "controversial" Second Amendment Preservation Act that has the left up in arms.
So I don't really think there's any teeth to whatever they end up "declaring", and what little teeth it does end up having is probably just going to be ripped away at the state level.
