Disney did not want a police report in Florida. The guy would be arrested and tried leading to more public disclosure. Take the crime to another country were they don't care. Nothing to report, send the cast member home. Give parents $$$$. No bad press.

Avoids US research both press and legal. Don't need cops securing the boat or other crew members. Don't want cops to dig into background of cast member. Or finding other coverups done for "Disney's".
The Disney experience is all about perception. The grounds looks amazing. No trash every being hauled away. Disney will NEVER let people see the trash; because it is a small world after all.
