I am posting this as an idea BEAR. It is a hard page to find, I knew about it and had to get the exact words (some things are buried by search engines). Summary: Put a lightweight camera in a styrofoam container, put it on a weather balloon filled with Hydrogen or Helium... Voila poor mans near space vehicle. They posted video of their trips.
