The only way i can rationalize this is that through an uncontrolled internet you can use sneaky methods and use "uncontrolled" as plausible deniability. I think this is actually going to resonate with some people, specifically the people who think big brother government is actually looking out for them. They think freedom is dangerous and extreme oversight and control will make them safe. Its some insane mental gymnastics.
