Yup, from my understanding, pretty much every modern farm (including family farms) get's their seeds from one of like three companies. Monsanto is the only one I can think of with certainty off the top of my head. I think Cargill is another one, but I'm not 100% on that. All of these companies hold the patents for their seeds, meaning farmers can only plant them once. They can't legally take the seeds from their fully grown crops and replant them the next year as we have for literally thousands of years.
They're now legally required to destroy or surrender the seeds at the end of every harvest, or face lawsuits for patent infringement. If a farmer could just cut out the price of buying seeds every year, food would be A LOT cheaper.
The biggest problems with modern ag is simply modern ag. We need to switch to regenerative ag practices instead. It's very easy to do and there's already a movement towards this.
That's my understanding as well, but my logic is we could take a little here and there from the oceans (it has to rain over the oceans as well) and direct it towards the mainland. Obviously this would have to be regulated to make sure the oceans don't drop, but it IS a valid solution.
My suggestion is to just leave the weather alone. It has been manipulated so much over the years it could take up to a generation for it to correct itself. Then we will be surprised to see where the rain was SUPPOSED to fall.

They are already using it in China and somewhere in the Middle East that very thing.
Diesel fuel isn't cheap, that is a sizable farm cost. Fertilizers are another big one.
Buying local and growing your own would be the least expensive.
GPS tech allows the equipment to drive itself, so there is that savings...
