he doesn't need to raise the bid. it's already over the stock price by enough that if they do turn down his offer there will be a shit storm of devaluation and board firings. the only way the save themselves is by having some blackhat ally step up and make a higher bid... but if so much of their wealth has been confiscated and illegal smuggling and trafficking aren't panning out like they used to..
