What if an AI is made by a good guy? It's still soulless, but no longer deep-state driven. Is it bad? Is it good? Must we battle it?
Ultimately, this is just a bunch of code and a series of inputs and outputs that make a picture (in this case). It doesn't need, and shouldn't have, a soul. It makes a picture based on what you tell it to make using its (shit, judging by the chicken with a shark fin) understanding of what the words you gave it mean/refer to (though some, definitely not all, of those results are pretty good/decent). That's it. Not like it's an attempt to make an actual person but with no soul that's devoid of any human aspects that would make it 'real'. Or some terminator shit that'll end up wiping us all out.
Also, the code is only as good or bad as the person writing it. Like any tool, it depends on the way it's used.
Personally, I find nothing wrong with this implementation of AI (other than potential ulterior motives if there is in fact deepstate involvement with this project). An actual person will likely always be able to do better or make a more meaningful picture (though an artist could use this as an addition to themselves to help flesh out some ideas instead of it being a replacement for artists) but as for AI, as long as it isn't being used for actual evil or in an attempt to replace us or something I don't see the issue.
