The concept of public education was first proposed by Karl Marx in the Communist Manifesto. The idea was to get schooling away from the church, both Catholic and Protestant, who provided most of the education at that time.
Nope, we outdated him by many years. Manifesto written in 1848. Prussia already had public schools and Horace Mann, the leading light in public schools as we know them now, went to Prussia in 1843 to study them. This is probably where Marx got some ideas. However, they started as religious schools in Massachusetts in 1647.

The Massachusetts schools were created under the “Old Deleder” law and was supervised by the local church, although the people paid for it through a required “tithe”.
