Is a non-elected agency suspending civil rights? Yes, they are, both state by state and federally; non elected agencies do not supersede constitutionally and God given civil rights.

You may think they own us but they do not and they have no right to owning us or our behaviors, thoughts, speech or anything else, we are not their property, though they/you may think we are theirs to command.
