I'm also curious about that. HRC clearly didn't expect it. Also look at the names that signed onto Comey's letter. Chuck Grassley, Devid Nunes, Robert Goodlatte, and people we associate with white hats. Q said "Trust Grassley".

Comey dropped it while HRC was in the air. It was definitely done deliberately when she was in the air. I am not sure why he did it. Maybe he had his own grudge against HRC. It's a mystery.
