Early 90's is when they began allowing asylum for anyone who claimed to have been domestically abused, and considering homosexuals as abused. Then gay marriage was also shoehorned as an asylum qualifier as well. I think that was Clinton, not sure. I don't believe verifying the qualifications was ever part of the plan.
