As a few people have pointed out, this quote is cherry-picked to make it seem like this is a document giving permission and advice how to secretly vaccinate someone under anesthesia.

This is not true.

Informed consent must be obtained prior to each dose from the patient themselves, or, where the patient does not have capacity to give consent, from the parent, guardian or substitute decision-maker. Sedation should not be used as a measure to enforce compliance with vaccination requirements.

This document is describing situations where consent has been obtained for vaccination, but someone has a needle phobia or something. If someone wants a vaccine but can’t handle the vaccination process, this document describes options for such patients, such as vaccinating them while they’re already asleep for a surgery or something.

If you’re worried about being secretly vaccinated, this document is not evidence that it’s happening to anyone. The headline here is not at all reflective of what this article is actually describing.
