According to reports of UN Human Rights Monitoring Mission in Ukraine, the SBU personnel is accountable for multiple cases of human rights abuses including enforced disappearings, sexual violence, and torture.[65][66]
In 2016, Amnesty International and Human Rights Watch reported that the SBU operates secret detention facilities where civilians are held incommunicado being subjected to improper treatment and torture.[67]
In December 2017, the UN mission in Ukraine expressed concerns about a situation with "freedom of opinion and expression" in Ukraine which facing "mounting challenges". According to the UN reports the SBU is taking advantage of broad interpretation and application of Ukrainian Criminal Code against independent Ukrainian journalists, bloggers, and media activists.[68]

Thanks, I was trying to guage how much control Russia and its local allies had over this area. The SBU seems to be operating unabated.
