That probably means its a good investment opportunity because Disney parks are at capacity and have raised prices faster than inflation for decades, so I'm sure they can price their way out of this. Plus I'm sure an inept government didn't fully consider what unintended consequences and costs this is going to let Disney shift to the taxpayer to pickup.
