I dont think its so much as one person in control as much as its a group of people agreeing to play their part. That was her part. Start WWIII and initiate policy to destroy America.

The only thing I can think of tbat would have that influence of evil world wide is the devil himself. Which would make the spidy senses go off Id imagine.
