Because bad guys don't warn innocent civilians to get out of the way via parading RV loudspeakers before they cause an explosion. And bad guys don't bomb something (AT&T transmission center) before the crack of dawn (outside of biz hours) on the biggest holiday of the year (so that nobody would be in the office building).
