I think she is drawing attention to the former Chief Justice John Marshall. Many of the major decisions in his court confirmed the supremacy of the federal government and the Constitution over the states.

But why?

She succeeded for me!! 😂. But then again how many in the US know that there was a Chief Justice Marshall, whose court helped cement federalism? I can tell you from following @SharonSaysSo that there are not many!
