I'm thinking mods are in panic mode right now. A lot of them are trying to save their jobs, so they're trying to prove that they were the "good" mods by reinstating accounts that should never have been banned, not going after certain content, etc. To say nothing of mods just approving automated bans without actually bothering to review the content, which I suspect happened a lot more than twitter would like to admit.
There's still some fuckery, tommy robinson had his account re-banned fairly quickly, but panic explains a lot of what we're seeing.
