I don’t know about the law in France but in our Bush v Gore election, Gore conceded early only to change his mind after reviewing the results in Florida. That led to the “hanging chad” fiasco that went on for weeks before the Supreme Court made a ruling in Bush’s favor. Conceding is just a tradition that is not legally necessary or binding.

In a sport, the losing team doesn't have to concede for their loss to be a loss.
