I do not think that is true. Hillary issued her own configured Blackberry's instead of the NSA configured Blackberry version. Hillary's version went to Senators, Congreemen, and DOS, every time they would pass by a related server all information was downloaded from phone to server doing the pass by, and that is how Hillary kept those folks inline. I understand the spy system was created by Chuch Schulmer, passed down to Anthony Weiner, then to Hillary, and finally to Debbie Wasserman Schulz. It was the major component to Awan Brothers "Spy Ring in Congress" that we will eventually get to.
