Because I suspect that economies that base themselves on tourism, that have had essentially no tourism for two years, will have a suspiciously high percentage of visitors who are forced to spend an additional week in their vacation destination.
Be careful of tourist destination in very poor countries - they will always pull something like this.
I went to Tangier, just for the day and not expecting to stay overnight. Guess what, the return ferry had "engine trouble" which meant spending a night in a local hotel, restaurants, etc.
