What makes you think they won't just ban Twitter? If Google removes it from their search results, and Facebook and Instagram and Snapchat prevent linking to it, and they remove it from the Apple Store and Play store and remove their celebrities and influencers and media talking heads off of it it will slide into obscurity for the NPC crowd.
