I know a few exceptions personally, but as a general rule this is spot on. Basically people should be hired on merit only, and screened well - the problem often is once in they tend to build their own little Indian empires and hire their own, then you get entire useless teams.
Now, as far as the hiring POOL, the US needs to quit with the visa shit because that's what lets them in and yes companies hire them because cheaper. Majority of companies, an engineer is an engineer, they are interchangeable little units, how long you've been there and learned the ins and outs, or how long you've been in the field etc...well other than all companies want only Srs these days which is a whole other eye-roller but anyway....
