Need a place to build it and host it, anyone here have any ideas?

Host it on your own system. Get a little server going for 1k and host it yourself.
Have any recommendations? Also what's the skill level needed to set it up? I've tried using a web builder and hosting service but I don't really like that. I'm interested in just paying someone to get the html,css,etc., I can figure out where in code I need to edit the text of stuff I'd write in the page on front end. But have I no clue about back end type of stuff.
If you are trying to make your own news site, like the gateway pundit, you should probably use WordPress since its setup more like a database which you may need as your articles grow.
If you want something smaller for now, and you really just need to make a site quickly, you can use a program called pingendo but only use the free offline version.
Either way you will need to but a domain name and somewhere to host it.
As for the skill level to run a sever to host a site, a server is just a computer, even a regular pc can be a server, the issue is that you have to always have it on. Else your site is down.
There is some setup needed to get that all started and typically you are using Linux systems to do all this.
Are you planning on doing social media? Or more of a blog?
It would be more of just a sense of hourly headlines we wouldn't be writing huge amounts of text, it possible for WordPress to shut you down though? Don't want to be censored so I wouldn't want AWS or anything of that sort.

WordPress is like, a structure. Its more like a website program. Its not a service. So, no WordPress couldn't. But becuase its so popular with businesses, there are a lot of hackers that hack WordPress, so you may need to purchase some security plugins. (Easy to do)
