Ya I wonder about that. Ruby was tied into Operation Mongoose and more so ultimately it doesn’t matter if Jolly scrambled him before or after - though we know it was after he shot Oswald. Ruby was coherent and then that night Jolly came in to work a psychological eval on him and within an hr Ruby was basically rattling off about dead people buried everywhere and was declared insane. Pretty sure Jolly took him off the board.
