What they're doing here is the tactic: "Disarm the bomb":

Use some small number that later you will refer to.
Use the word (bomb) that you're afraid of (in this case "rigged")
When more and more people start hearing "rigged" they will refer to this video saying: Oh, yeah. We said that long time ago. But it was 40,000 only. And that's what they want normies to remember.
