Why 50 senior officers? Wouldn't they send lower ranked soldiers? Sent to a steel plant and not some military complex. don't make sense here

The opposite of what you are saying. Have you seen any of IntelSlavaZ videos on telegram? A warning - very graphic. It IS a military complex. The steelworks is just a cover.

Not if it's a command and control facility, it'll be loaded with high ranking military. Could also be high ranking intelligence clowns, possibly CIA or MI6.
