Yes, it could be in part a ploy to energize them, but that's only because the base is too dumb to understand how things work. Also, it's bringing a lot of the horror of abortion into the mainstream for normies to feast on. All those heads buried in the sand are getting an education they didn't want and it will certainly wake some up.
