*Many (most?) people live/operate by reaction rather than by planning/forethought, so they tend to make unwise/reactionary/spur-of-the-moment decisions that allow "problems" to occur and then have to deal with those "problems"/consequences after they arise rather than preventing them in the first place (which is, in general, why many people live stressful, drama-filled lives).
