My personal experience over the years working in some of the worst areas of East side and south west Detroit is that there are alot of good people that live in what would be considered "the hood" The problem is the entire system is by design supposed to fail. I'm not absolving the parents or children who allow the behavior as described in the teachers post but everything in the city from the city hall to teachers to law enforcement benefits from the chaos and lack of basic standards to live up to. It becomes a perpetual problem for them to justify allocating enormous resources to. They make far too much money by keeping the population where they have them now.
One of the most eye opening things about working in Detroit all these years is learning how much black people REALLY HATEEE when they are out somewhere and black guys from their neighborhoods show up.
