I think this is one of those 'unintended consequences' that happen when politicians start regulating things without considering the real world implications. The cost to companies to explicitly follow the regulations is probably prohibitive. The letter actually seemed quite respectful to me. I think the man sympathizes with people with the allergy, but sees no other way to deal with the consequences of the regulation.
