...make absolutely certain that everyone who murders a baby in the womb is held to the same standards as those who murder a baby outside the womb.

Just give them the same punishment they would if it was someone other than the mother that kills the baby while it is still in the womb. If I assaulted a pregnant mother and she lost the child, I would get charged with murder against the unborn child.
