Of course they are, the truth hurts! I have a proposal. If we need to have ballot drop off boxes: 1) limit access to drop off during the day only (say 0700-1900 hours). After hours, the box is locked. 2) Make the machines like ATM machines-you must insert your driver’s license or state ID before you can insert the ballot. The ID picture is imprinted along with the valid address on the ballot. Only one ballot may be inserted at one time. You then must press how many ballots you have inserted or intend to insert. You may choose to insert your appropriate family member’s ID or your own with the additional appropriate ballots The other ballots are limited to direct family members: spouse, mother, father, brother or sister; the limit of additional is 2. You must then press why you are inserting a ballot for the other 2 people: handicapped, ill-in hospital, ill-confined to home, person is employed-unable to vote in person. The person submitting the ballots has their ID printed on those ballots. These ballots are flagged for special handling. The photo ID is blocked for further use, as is that address, for further drop offs. When completed your ID is returned. 3). The box must have working cameras at all times paired with that days ballots. Both the digital print and ballots are collected by two people every day. Chain of custody requires a secure duffel bag on which a metal numbered lock tab is placed. The two individuals together sign the number applied and it accompanies the ballots to a locked room at election headquarters. This room is guarded 24/7 until Election Day when all ballots are counted, collected by the county election official and taken to the state capitol for storage for the specified time in a locked room. 4). Drop boxes will be at a secure, designated location-outside every police department in the city and suburbs. If it is a rural area, the state will determine the appropriate location. This process may sound complex, but the point is to discourage ballot harvesting, make it harder to vote without an ID, have accountability if there is a problem with the ballots, make the area more secure and subject to scrutiny. If you can use an ATM, you should be able to follow this process. Stores that accept checks, scan your driver’s license/ID to verify validity of the checking account, etc.
