It's a bit suspect when any 'official' document has things crossed out and edited by hand. Absent any other context or corroboration who's to say if it was the issuer or the person (before) taking the photo?

Yes the date was changed from 2021 to 2022. Maybe from last years call up.
Looks like it was from the year pre-printed as 2021 and they clerk simply overwrote that with the current year. This hardly nullifies the notice.
This is possible. If you look closely, at least to me, the "2" on the year looks different from the other hand writing.
If someone wanted to "push" that Putin was mobilizing for war, using last years notice with a 2 written over the 1 would be one way to do it.
I thought the "17" and the shade of white just to the right if it looked off.
the date appears to be 5/11/2021. or 11/5/2021 if you are over in Europe/Russia.
