Cloud seeding was never conspiracy. It was talked about all the time in the old days, popular mechanics even did articles on it routinely . People just forgot.
Forgetting something and having young kids bring it back up doesn’t make it conspiracy.
Information regarding haarp, seeding and various other tech is available in the public domain. There are things not so easily accessed regarding tech not generally accepted by the scientific community. Remember the "dust bowl"? What event triggered the rains that ended the long drought? The more you know.
Here is a patent by physicist Bernard Eastlund for a device just like HAARP to modify weather. Patent was granted in 1987.
