I should say there have been arrest attempts for the pope himself a few years back but they were unsuccessful.

Cardinal Zen is one of the good guys. He tried to talk to the anti-pope bergoglio about the persecution of Catholics in China and the stupid deal the vatican made with the CCP but bergoglio just ignored him.
