The whole gonna replace a Justice BEFORE they are gone was a red flag. Breyer does not need to retire and it is questionable if he was coerced illegally to announce retirement. These days it is possible the Dems simply invented a narrative that he was ever going to retire, and Breyer simply didn't rock the boat but went about his business.
