I'm not sure the epaulets have been "blanked out," it looks more like a cold-weather jacket that can be pulled up around the neck. If it were blanked out, the black mass would look solid, but closer examination of it, it has texture and variations.
What epaulets? What makes you think this person, be he admiral or not, was bothering to wear epaulets? Admiral Hyman Rickover was notorious for wearing only a civilian suit when on duty.
I was replying to FreedomloverUK above, it was HE who mentioned epaulets. My response was that I thought no epaulets are involved, that it's a cold-weather collar (fur maybe?) turned up. Enlarge the photo and you can see that the black areas have texture and look more like a collar than anything else.
