No, PatelPatriot has expressly stated that it's within Biden's "powers" to direct troop movements. Think of Afghanistan. They said "be gone in 72H," and they pulled up stakes in a dangerous manner and complied.

If you're gonna try for a slick gotcha on devolution, you're probably going to need to reread the source material better.
