Joe Biden can sign this W.H.O. crap into law if he wants. However, it's not binding.

Any new treaty requires a 2/3rds majority vote by the Senate. It was the same case with Obama signing the Paris Climate Accord, or the Iranian Nuclear Deal. It's not legally binding unless voted and approved by 2/3rds of the Senate. Any such deal has all the power and legal standing of a "presidential memo".

When POTATUS Biden is removed from office... the next president can simply toss the agreement in the trash can. Also, every state in the U.S. can challenge the illegal agreement in the courts, and win.
