The upper level positions are essentially political these days. When a President needs the extra umph of an Admiral or General backing them they use these sock puppets. In exchange the officers get massive pay and all that. Look into the board of businesses like Theranos, strangely high amount of military/navy/etc. Just all part of the cabal.
