IMHO -

"They" (TPTB) "know" but don't care - gotta eliminate or injure the useless eaters and/or gotta get paid for pushing the narrative/plan and/or gotta avoid "repurcussions" from THEIR puppet masters

and

Sheeple and normies are too brainwashed or ignorant or too trustful of "authority"/"experts" to consider the possibility they've been lied to/not been told the truth or they are too afraid of "repurcussions".
