God has told us that He has given us all we need in His word. 2 Peter 1:3 says " His divine power has given to us all things that pertain to life and godliness, through the knowledge of Him who called us by glory and virtue,"
What did He not give us that people are supposed to be receiving that is outside of His word?
Exactly, all is in His word. But your acting like no one can hear the Word of God outside the Bible. Have you heard the stories of Elijah, Moses, Noah, etc., etc....that heard directly from God. God spoke to them. Sometimes through His angels, which are still God’s words.
And for myself. I came to God, Jesus Christ my Lord and Savior, not through the Bible. I was lead to start learning about God’s Word eventually. But it’s not what lead me to where I am now. Something talks to you. When can call it your conscience or instincts. But it’s real. And it will put you on your knees.
Conscience is something God has given all men, and the conscience certainly plays a part in a person’s salvation.
In Romans Romans 8:28-30 NKJV it says
“And we know that all things work together for good to those who love God, to those who are the called according to His purpose. For whom He foreknew, He also predestined to be conformed to the image of His Son, that He might be the firstborn among many brethren. [30] Moreover whom He predestined, these He also called; whom He called, these He also justified; and whom He justified, these He also glorified.”
Notice those who are predestined are called. The calling is the Holy Spirit drawing a person in. Eventually, the person is converted i.e. regenerated by the Holy Spirit. In the verse above, after the person is called he is justified.
Paul says this in Rom 1:16 "For I am not ashamed of the gospel of Christ, for it is the power of God to salvation for everyone who believes". So the Gospel of Christ is how people are saved. That could be by reading the Gospel, or by someone telling you the Gospel. Jesus said in John 14:6 “I am the way, the truth, and the life. No one comes to the Father except through Me." He also said in
John 8:24, "Therefore I said to you that you will die in your sins; for if you do not believe that I am He, you will die in your sins.”
Salvation is by belief in Christ and and faith that He will do what He says He will do. Romans 10:9-16 says "that if you confess with your mouth the Lord Jesus and believe in your heart that God has raised Him from the dead, you will be saved. 10 For with the heart one believes unto righteousness, and with the mouth confession is made unto salvation. 11 For the Scripture says, “Whoever believes on Him will not be put to shame.” 12 For there is no distinction between Jew and Greek, for the same Lord over all is rich to all who call upon Him. 13 For “whoever calls on the name of the Lord shall be saved.”
14 How then shall they call on Him in whom they have not believed? And how shall they believe in Him of whom they have not heard? And how shall they hear without a preacher? 15 And how shall they preach unless they are sent? As it is written:
“How beautiful are the feet of those who [b]preach the gospel of peace,
Who bring glad tidings of good things!”
16 But they have not all obeyed the gospel. For Isaiah says, “Lord, who has believed our report?” 17 So then faith comes by hearing, and hearing by the word of God.
So then salvation is through hearing the Gospel and beliefing. The Gospels are written in the Bible.

That is the salvation process.
